An Assessment of Local Citizen Corps Councils

We've been offered a unique opportunity, and we must not let this moment pass. My call tonight is for every American to commit at least two years -- 4,000 hours over the rest of your lifetime -- to the service of your neighbors and your nation's (President George W. Bush, State of the Union on January 29, 2002) The Citizen Corps and local Citizen Corps Councils were created to help citizens answer this call to service. There are two purposes of this research. The first purpose is to develop two best practice models. One concentrates on the establishment of Citizen Corps Councils and the second focuses on the management of volunteers by the Councils. The second purpose is to assess the establishment of Citizen Corps Councils and the management of volunteers using these best practice models. The research methods used for this applied research project included survey research, focused interviews, and content analysis. Survey research gathers information on how the councils were established and how they manage volunteers. Focused interviews are used to closely examine the management practices. Content analysis is used to examine documents developed. The results from the examination of the data collected from these research methods showed that Citizen Corps Councils did not follow the proposed guidelines for their establishment. The results also indicated that the Citizen Corps Councils do not follow the recommended best practices for volunteer management.
