The field of enterprise risk management is an exciting combination of traditional risk management, strategic planning and management internal control models. The 2003 release of the draft of the COSO Enterprise Risk Management Framework is very timely. In the opinion of many in Texas state government internal auditing professionals, the reporting requirements of Sarbanes-Oxley legislation on the private sector is moving to the government sector. The U.S. Congress passed Sarbanes-Oxley legislation in 2002 to enhance accountability in public corporations. One of the most important requirements of Sarbanes-Oxley is the requirement that chief officers of publicly traded corporations document internal control systems and report on internal control systems to the Securities and and Exchange Commission.
