dc.description.abstractThis chapter examines privatization as a method of expenditure control. In the first section, its philosophical underpinnings are explored. Subsequent sections introduce and assess techniques of privatization such as load shedding, contracting, franchising, self-help, and volunteers. Contracting receives special attention.
