Item 21st Century Expeditionary Mindset and Core Values: A Review of the Literature(2009-10-31) Shields, Patricia M.This paper reviews literature on the expeditionary mindset and core values taking into account the 21st century security and technology environments. The paper begins by developing the historical context and providing definitions. Next, the paper explores the connection between the expeditionary mindset and military transformation. Key tenets of the 21st century expeditionary mindset are identified and examined. Soldiers with an expeditionary mindset should first, be mentally prepared to deploy on short notice anywhere in the world; second, have the critical-thinking skills necessary to adapt quickly to a changing operational environment; third, work cooperatively with members of a Joint team; fourth, posses knowledge of the culture in the area of the local populace, and; fifth, the expeditionary force will be using 21st century network centric technology. The chapter examines implications and shows how the pragmatism of John Dewey may be able to reconcile possible contradictions.Item Applying Pragmatism to Public Budgeting and Financial Management(2008-10-25) Bartle, John R.; Shields, Patricia M.Pragmatism is a philosophy that emphasizes learning through action and building a knowledge base from experience and reflection. It is a potentially compelling approach for public budgeting and financial management. The largely normative theories of public finance, public financial management and public budgeting are examined and critiqued. We do not seek to abandon these valuable contributions to practice, however they often fail to describe and explain the practices of the field. In some cases, the norms prescribed may not be shared by government officials and citizens, and thus the management or policy prescription become unhelpful. We believe theory should guide practice, but theory must also be informed by practice. We seek to establish a better basis to understand the structure and evolution of government budgeting and finance, and to help practitioners face difficult situations that call for workable solutions. The classical pragmatism of Charles Sanders Peirce, John Dewey, William James, Oliver Wendell Holmes, Jr. and Jane Addams is presented and applied to the theories of public finance, budgeting and financial management. Pragmatism focuses on inquiry and the problematic situation. Theories are viewed as tools to resolve the problematic situation. And, just as there are often many tools used to approach a problematic situation, there are many theories that, like tools or maps, are judged by their usefulness. This orientation makes sense for financial management because like all managers, they are focused on solutions to problems and cannot be wedded to academic theories to guide their action when the elected officials and citizens they serve need a solution.Item Arbitration Clauses in Adhesion Contracts(American Arbitration Association, 1978-01) Wright, Walter A.Arbitration has long been valued as a voluntary process. Under ideal circumstances, two parties of relatively equal bargaining power agree to arbitrate as an alternative to litigation. A major exception to this rule occurs in the area of adhesion contracts. Standard form contracts reduce the time and cost involved in bargaining individual agreements. Yet, in using such a contract, a weaker party must agree--without any real choice--to arbitrate disputes in order to obtain goods or services it requires. Courts have often refused to enforce adhesion contracts or any of its terms when they have concluded that the stronger bargaining party has abused its dominant position. The author reviews the factors the courts weigh in making that decision.Item Armed Forces and Society: Building Civil-Military Relations Scholarship(2009-06) Shields, Patricia M.This presentation for the Swedish National Defense College examines the role the journal Armed Forces & Society plays in developing civil-military relations literature. It examines the works of Samuel Huntington and Morris Janowitz, founders of the field of Civil Military Relations. It also places the topics of civil military relations within the working groups of the European Group on Military and Society. The final section discusses tips for publishing in Armed Forces & Society.Item Ask the Editor! Secrets to Success in Getting Past the Editor's Desk(2024-04) Shields, Patricia M.This presentation is part of a panel of journal editors sponsored by the Texas State Faculty Development Department in April of 2024. Between 40 and 80% of journal submissions are reject by the editor and do not go through the blind peer review process. This presentation discusses major problems that lead to desk rejects and ways to strengthen a submission so that it does move forward to peer review. A manuscript that does not align well with the journal’s mission is the most likely reason for a desk reject. Author’s should do their homework and get to know the journal they are targeting. The journal’s website is a good resource. The presentation also discusses issues around the abstract, introduction, sources used, methodology, and overall quality of the submission that taken as a whole can lead to a desk reject. I use examples from the journal I have edited since 2001-- Armed Forces & Society an interdisciplinary and international journal with a 1.4 impact factor ranked in both sociology and political science.Item ASPA PhD Summit: Getting Published and Finding Coherence(2014-03-14) Shields, Patricia M.The American Society for Public Administration has a PhD Summit every year at its annual Conference. This Power Point Presentation is part of the Summit. It addresses issues surrounding the challenges of academic publication. Addams drew upon lessons from Christ and the early Christians to develop her ideas of peace.
