It examines the works of Samuel Huntington and Morris Janowitz, founders of the field of Civil Military Relations. It also places the topics of civil military relations within the working groups of the European Group on Military and Society. The final section discusses tips for publishing in Armed Forces & Society.Item Ask the Editor! Secrets to Success in Getting Past the Editor's Desk(2024-04) Shields, Patricia M.This presentation is part of a panel of journal editors sponsored by the Texas State Faculty Development Department in April of 2024. Between 40 and 80% of journal submissions are reject by the editor and do not go through the blind peer review process. This presentation discusses major problems that lead to desk rejects and ways to strengthen a submission so that it does move forward to peer review. A manuscript that does not align well with the journal’s mission is the most likely reason for a desk reject. Author’s should do their homework and get to know the journal they are targeting. The journal’s website is a good resource. The presentation also discusses issues around the abstract, introduction, sources used, methodology, and overall quality of the submission that taken as a whole can lead to a desk reject. I use examples from the journal I have edited since 2001-- Armed Forces & Society an interdisciplinary and international journal with a 1.4 impact factor ranked in both sociology and political science.Item ASPA PhD Summit: Getting Published and Finding Coherence(2014-03-14) Shields, Patricia M.The American Society for Public Administration has a PhD Summit every year at its annual Conference. The contributions of Larry Hickman inform the discussion throughout.Item Effective Writing: Useful Tools(2018-03-09) Shields, Patricia M.This Powerpoint presentation demonstrates useful tools for writing research papers (20+ pages). One of the tools (Step notebook) helps to transform a writing assignment into a project, that is then managed. This makes the process less overwhelming. In addition, the integrated outline is introduced. The integrated outline incorporated the relevant references and is completed before the writing is begun. It also links up with the project management insights of the notebook. Many ideas for this presentation were derived from 40 years of working with students on large empirical projects and the works of John Dewey, particularly Logic the Theory of Inquiry.Item Encouraging Creativity in Applied Research Design(2018-06-02) Rangarajan, Nandhini; Shields, Patricia M.This conference presentation examines ways to infuse creativity into the applied research process. We draw from creativity literature in philosophy, pragmatism, management, organizational psychology, environmental psychology, and education. We use our experience supervising masters level applied research. It is a Working Hypothesis: Searching for Truth in a Post-Truth World. It highlights the working hypothesis as a micro conceptual framework for exploratory empirical inquiry. The presentation defines the working hypothesis, focuses in on the nature of hypotheses in social science, examines the nature of exploratory research, positions the working hypothesis and exploratory research within a larger philosophical scheme, takes into account practical considerations and provides examples of how a study could use working hypotheses.Item Extending the Legacy of Morris Janowitz Pragmatism, International Relations and Peacekeeping [Presentation](2013-06) Shields, Patricia M.; Soeters, JosephIn the Professional Soldier, Morris Janowitz articulated a conception of international relations clearly grounded in the pragmatism of John Dewey. He developed his conception of pragmatism as a way to analyze officer behavior and the response of military institutions to the uncertainties of a nuclear age. He concluded by introducing the notion of a constabulary force, which was "grounded" in the "pragmatic doctrine." We hope to contribute to contemporary literature on pragmatism and the military studies by reviving and extending Janowitz's contribution. In addition, we extend Janowitz's early pragmatist thought to contemporary peace support operations by incorporating recent advances from pragmatists such as Jane Addams and David Brendel. Finally, the case of the peacekeeping mission in the Congo is used to illustrate how pragmatism provides a useful framework for analysis as well as a practical approach for improving peace support operations.Item Gauging Good Governance: A Practical Tool for Normative Evaluation Research(2021-04) Shields, Patricia M.; Rangarajan, Nandhini; Casula, MattiaThis PowerPoint presentation at the 2021 ASPA conference introduces a new research purpose for Public Administration and applied research generally. Traditionally, scholars have recognized three purposes for empirical research – exploration, description and explanation. This paper advocates for a fourth purpose we call gauging. The three dominant research purposes implicitly operate in the world of objectivity. Gauging, in contrast, is a purpose nested in normative goals. It is similar to description, which asks “what questions”. Gauging instead asks “what should” questions such, “What should be done to improve an administrative process?” We argue and show that this unnamed purpose is hidden in plain sight in common practices such as accreditation. We also suggest the use of the practical ideal type framework as a way to frame empirical research using the gauging purpose. It focused on what it means to get a paper published in a respectable journal in the middle of the JCI list. First the process of submission is briefly reviewed. Second, the editors perspective is presented. Professor Shields has edited a journal in the middle of the Political Science and Sociology JCI list (Armed Forces & Society since 2001. She gives tips based on this experience.Item Goodbye Don't Ask Don't Tell - Hello Women in Combat: The Obama Legacy(2017-02-02) Shields, Patricia M.This presentation looks at Don't Ask, Don't Tell and Women in Combat from the perspective of the Obama Legacy. It concludes that the rescinding of the Don't Ask Don't Tell policy has been a success and is a lasting legacy of the Obama Presidency. The relaxing of women in combat restrictions combined with an institution wide effort to determine gender neutral standard for military occupations has resulted in a better way to match abilities to the job. One would not expect to have large numbers of women in combat because they are be less likely to self select in and more will not qualify for some jobs based on gender neutral occupational standards.Item Handbook of Gender and Public Administration: A BookTalk(2022-09-22) Shields, Patricia M.; Elias, Nicole M.This BookTalk, sponsored by the American Society for Public Administration, provides a fresh focus on how gender and public administration influence and interact with each other. It introduces the Handbook on Gender and Public Administration edited by Patricia Shields and Nicole Elias. This innovative handbook brings together leading scholars to explore the emerging contexts of gender and public administration including gender equity, masculinity, intersectionality and beyond binary conceptions of gender. The 27 chapters provide an in-depth analysis of the history, theory and context of gender equity alongside the intersection of gender and traditional public administration topics such as budgeting, personnel, organizations, ethics, performance and representative democracy. It focuses on three important women, Florence Nightingale, Mary Livermore and Jane Addams. It incorporates the British and US Sanitary Commission, the Settlement movement, and the Women's Peace Movement. The Women's Suffrage, Women's Temperance and federated club activity is also discussed.Item How Afghanistan Influenced the Content of Armed Forces & Society: An Editor’s Reflection on Trends in the Literature(2023-12-14) Shields, Patricia M.This paper is a presentation for the Military-Civilian Transition Research Forum from the Military-Civilian Transition Office of the Defense Support Services Center, The United States Department of Defense. Using the lenses of the postmodern or post-Cold War military, this presentation reflects on how the articles in the Armed Forces & Society journal were influenced by the Afghanistan War. The postmodern military relies more heavily on volunteers, is more likely to engage in unconventional missions, and more likely to use multinational forces. The multiple deployments and brutal nature of the war led to a large increase in health/mental health articles and contributed to changes in the scope of the military family and Veterans’ literature. The depth and complexity of the reserve and contractor literature changed significantly. The presentation concludes with additional, non-Afghanistan related trends in the literature. There is a growing literature resting on the intersection of military and police functions. They range from the convergence of military and police functions to the crime of veterans and active duty, incarcerated veterans and Veterans employed by police and prisons. The military’s involvement in natural disasters including COVID and climate related disasters has a growing international literature. The greater level of threat has led to conscription many to Europe counties, which in turn resulted in a new literature on models of recruitment.
